Series II. COMEX Project, 1989-2015

The Commodity Exchange Project (COMEX) trained several hundred Russian grain buyers in grain marketing skills. The four-year project was undertaken to help Russia convert the centralized grain distribution system of the former Soviet government to a free-market model. The U.S. Foreign Agricultural Service supported the project using funds from the Emerging Democracies authorization in the 1990 Farm Bill.
