Scope and Contents
"One way of diverting lower-grade apples from the fresh-fruit market is to feed them to livestock. The Federal surplus purchase program provides that for every bushel of higher-grade apples brought by the Government for distribution by relief agencies, a bushel of lower-grade apples must be diverted from the fresh-fruit market."
