Organizational History
On July 1, 1904, the Secretary of Agriculture established a laboratory in the Bureau of Chemistry to investigate chemical and technical questions related to the paper and leather industries. The laboratory's purpose was to address an increased demand for information on tanning materials and the study of the composition, strength, appearance, and durability of leathers.
