Organizational History

In response to a congressional mandate, the U.S. Department of Agriculture (USDA) Agricultural Research Service began a research program in 1978 to study and improve small-farm operating practices. With Howard W. Kerr as coordinator of the Northeastern Region Small Farms Research, innovations developed from projects in the 12 states of the Northeastern Region became nationwide standards for small farms. These innovations helped farmers to extend growing seasons and improve fresh-market sales potential.
