Organizational History
The Soil Conservation Service (SCS) was established in 1935 when the U.S. Congress directed the Secretary of Agriculture to create an agency to address critical soil quality and erosion issues. The SCS succeeded the Soil Erosion Service of the Department of the Interior, which had been established just two years earlier. Hugh Hammond Bennett, who began to advocate for soil conservation in a bulletin published in 1928, was appointed the first Chief of the SCS. The SCS became part of the Natural Resources Conservation Service when the U.S. Department of Agriculture (USDA) reorganized in 1994.
